Press Q

Save selection- New face

Ctrl+ D ( remove selection)

Step 3: Apply Lens Blur

Fliter - blur- len blur ( source- new face ) ( invert)

- OK

Step 4: Refine with Layer Mask

Add layer mass- foreground color - black , background color - white

Brush tool - Rotate on the sides of the face

Final Result
